THE QUICK ANSWER
What to settle first.
Create four lanes: people and no-entry limits, utility or electrical questions, wet building materials, and contents custody. Record only safe observations and assign a responsible next contact to each lane. Do not move items through water, operate wet equipment or treat a contents inventory as proof of salvageability, value or insurance coverage.
AT A GLANCE
Three points to clarify.
People first
Record the no-entry boundary, who is accounted for and which official or qualified direction is needed.
Building and utilities
Separate power, source repair, wall, floor and door questions before cleanup begins.
Contents custody
Give each moved or held item group an identifier, original location, custodian and destination.
01 / PLAN THE CONVERSATION
Start with the no-entry line
Do not walk through standing water to reach a vehicle, freezer, electrical panel or stored property. From a safe location, note whether water is still entering, whether electrical equipment is nearby and why entry is restricted. Immediate danger belongs with emergency services or the appropriate utility and qualified professionals, not a cleanup checklist.
Put that boundary at the top of the board. A garage door opening, utility concern or blocked interior door may control what can happen next. A scheduled restoration visit does not itself clear electrical, structural or contamination hazards.
02 / PLAN THE CONVERSATION
Split building materials from stored property
List visible floor, baseboard, drywall, insulation, cabinet and door conditions in the building lane. In the contents lane, group boxes, tools, appliances and furniture by original location. Do not promise that an item can be saved or must be discarded. Preserve original photographs and insurer instructions when safe and practical.
If items are moved after safe access is established, use an identifier, mover, date, destination and reason. Keep wet items from being carried through clean rooms without an agreed handling plan. A custody record reduces confusion without substituting for a restoration, specialty-cleaning or coverage decision.

Ask the proposal to name every lane it accepts
A useful proposal states whether it covers accessible water removal, building-material assessment, contents movement, cleaning, storage, disposal, monitoring or finish repair. Ask who coordinates source correction and utility decisions. Work that is not accepted should remain assigned to another named owner or unresolved.
Ask the answering provider to identify itself and confirm availability, assessment charges and the written scope at your address. Use the four-zone board to prevent an urgent garage call from turning into an undocumented transfer of responsibility.
YOUR DECISION WORKSHEET
Garage four-zone priority board
| Zone | Record now | Decision owner |
|---|---|---|
| People | No-entry line and immediate concerns | Official or qualified safety direction |
| Utilities | Equipment, panel or active-source concern | Utility or qualified trade |
| Building | Visible floor, wall and door material zones | Restoration assessor and repair trades |
| Contents | Item group, original location and custody | Owner, insurer and accepted service provider |
YOUR DISCUSSION CHECKLIST
Turn the conversation into clear answers.
Check an item once you have a recorded answer. These checks organize the conversation; they do not certify the design or work.
CALL-PREPARATION TOOL
Know what to say when you call.
Build a short outline from what you know. This does not submit a request or book service.
Your call notes
Questions to ask: Keep people and pets outside the restricted area. Do not operate wet electrical equipment or cross water for belongings. Separate building materials from contents records. Please confirm whether you handle the water removal and drying needs I describe and serve my address, plus any assessment fees and exclusions.
Common questions
Should I move wet boxes before the provider arrives?
Not if access or handling is unsafe. Share the location and quantity from a safe viewpoint, and ask the appropriate qualified party when and how movement can occur.
Does a contents list establish what insurance will pay?
No. It documents what was present and what happened to it. Coverage, valuation and required proof must be confirmed with the insurer under the applicable policy.
